Ed: I contacted the Highways Dept regarding the forthcoming road closure through Chippy from the 5th of August, here is their reply....
If you study the map below closely, traffic flow on the High Street car park will flow BOTH WAYS via the narrow opening by the Town Hall. Be aware of possible long delays on and near the High Street.
Highway Maintenance Work
A44 Horsefair, Chipping Norton Structural Maintenance Scheme
The road
works are programmed to commence on 5th August 2013 and are expected to last
for three weeks, subject to any bad weather or unforeseen circumstances arising
during construction.
The road
works are necessary in order to reconstruct the worn out road. The scheme
consists of carriageway re-construction to a depth of 200mm, improvement and
repair to some of the highway drainage, replacement of a number of damaged
kerbs together with a few short lengths of footway repair.
Traffic Management
The
carriageway is very narrow in the vicinity of the Blue Boar Public House which
means works cannot be carried out safely by using temporary traffic signals. A
road closure will therefore be in place for the duration of the works; diversion
routes both for local traffic within and around Chipping Norton, and wider area
routes for through traffic will be signed. Pedestrian access to
properties
within the closure will be maintained at all times.
Every effort
will be made to accommodate essential vehicular access to properties and
businesses within the works area but this will be subject to progress of the
works. Access to Market Street Car Park for market traders on Wednesdays will
be via High Street. Individual requirements will have to be agreed with the
site supervisors Simon Bower once works have started on site.
The work
will utilise the whole calendar week - Monday to Sunday, with works being
carried out both during the day and night to reduce the duration of the works.
Noisy activities such as excavation will be carried out between 8:00am to 8:00pm.
However in exceptional circumstances (inclement weather or unforeseen problems)
during construction then the 8.00pm time for noisy
activities
may need to be extended to 10:00pm. We enclose for your information a copy of
the plans indicating the extent of works and the proposed diversion routes.
Buses
Some of the
bus stops on West Street northbound will need to be relocated during the timescale
of the works. The temporary bus stop locations will be detailed on the
Oxfordshire County Council website and at the stops themselves, closer to the
start of the works. The Northbound diversion route for buses is to be via West
Street, Burford Road and Albion Street. The Southbound diversion route for
buses shall be Albion Street, Cattle Market and West Street.
Parking
To assist in
the movement of works traffic and access for emergency vehicles along A44
Horsefair, all parking will be suspended on Horsefair during road works.
All road
users, residents and businesses in the vicinity of these works are likely to be
affected. However; these essential works should mean that no major road reconstruction
will be required on this stretch of road for many years to come.
