CONTENTIOUS plans for a takeaway in Chipping Norton could get the go-ahead despite objections from residents. West Oxfordshire District Council’s Uplands planning committee is due to discuss plans for the change of use of 21 Horse Fair into a hot food takeaway with a new chimney at their meeting on Monday.
A previous application for a change of use to a hot food takeaway was turned down by planners in April 2011 over concerns with the proposed flue.
In his report, planning officer Jonathan Westerman has recommended the plans for approval.
“Having considered the relevant planning policies and all other material considerations, your officers consider the proposed development is acceptable on its planning merits,” he said.
But strong objections have been lodged by the town council and 27 letters, mainly against the plans, have been received from residents.
Concerns include odour and “significant unwelcome smell and noise”, litter and problems with parking in an area which is already “extremely limited”.

Residents are also worried the shop would attract “people who will congregate outside after the general closing time of other establishments in the town” and people “likely to commit public order offences”.
However, there have been two letters in support of the application and Highways and environmental health officers at the district council have made no objection.
The design and access statement reads: “The proposal will not result in a material increase in traffic generation. The development will not be a destination point in its own right.
“Many customers will visit the takeaway as a consequence of visiting the town centre for other purposes. The proposal will bring back into use a vacant building, and in its small way, assist in maintaining the vitality and vibrancy of Chipping Norton town centre’.  Cotswold Journal

No traffic generation? Are they saying everyone will walk?? Methinks it would cause traffic congestion not generation, as for 'destination point in its own right' are they really saying customers will merely drop in when passing and not make a deliberate journey? Remarkable thinking!
