Chipping Norton Sub-Area
4.84. Chipping
Norton will be the focus for future housing development within this sub-area. New housing in
the rest of the sub-area will be limited to meeting local community and business needs
and will be steered towards the larger villages. The strategy envisages housing growth
at Chipping Norton being identified and delivered primarily through the Chipping Norton
Neighbourhood Plan. In terms of employment, an allocation of 5 hectares is
proposed. The Neighbourhood Plan will allow the potential for further employment
growth to be explored.
4.85. In terms
of retail and leisure, the strategy recognises the important role played by Chipping Norton
in terms of providing a variety of shops, services, pubs and restaurants as
well as a weekly market. It identifies the potential for improved food shopping
facilities on land between the High Street and Albion Street. In terms of transport, the
strategy highlights the problems caused by HGVs using the A44 and aims to reduce the
impact of through traffic, especially lorries on the town centre and on air quality.
Improvements to pedestrian, cycle and public transport links are proposed including a rail
bus to Kingham Station.
4.86. In terms
of infrastructure, the strategy identifies the issue of primary school
capacity. It is anticipated
that the proposed level of growth in the Chipping Norton Sub-Area (around 600
homes) could be accommodated within existing schools in the local area. Growth in excess
of this may require a new primary school, an issue that would need to be explored
through the Neighbourhood Plan. Infrastructure requirements for the town are set out in the
draft IDP.

old tripe, Just 5 hectares for employment? the 600 new homes being proposed could require around 900 new jobs and possibly
the same in school, again newcomers will have to travel out of town looking for
work. 5 hectares
is about the same size as the vacant PK site, hardly glowing enthusiasm from WODC.
